Spring Valley Conditional Use for Cluster Home Development

Spring Valley is back before Council, seeking a conditional use permit to build cluster housing. The sequence of its work has changed from the original plans and there still has been no final work from FEMA regarding the flood plain boundaries. However, the ordinance granting it conditional use for this construction had its first reading yesterday and two more readings are scheduled. This conditional use was approved but modified to include a requirement that the owner provide a bond and file a copy with the Building Department and the Engineer's office prior to commencing construction activities. This was due to concerns regarding foreclosures and lawsuits filed against the property and the owner and is an extra measure to ensure that anyone performing work on the project would be paid.
